I think both (population and mutations) play their respective parts. An initial population, no matter how large, if it doesn’t contain all the varied genes or if our reproduction logic is unable to exploit the population, we may never converge. In the other case, if we have very small population, mutation ( after a long long time !!) may led us to convergence. With perfect application of both, we can substantially reduce the effort.
